I want the price to be under . I know of Victorinox and wegner. but Im wondering if those are the top pocket utility knife companies. Also I dont want a knife that are big plyers and they fold pack into a bunch of stuff like a Gerber.

I personally carry a single blade buck knife. Its like 3.5 inches long and has a knob on it so I can open it just as fast as a switch blade. Litterally I hold it right and can pop it open with my thumb faster than a switch blade.
Anyway I carry it every day like my wallet, but when it comes to knives I buy cheap ones. I just buy the cheaper ones and when they rust up I throw them in a jar and buy a new one. JMO
For "Swiss Army" style knives there are only the two true brands you mentioned. Lots of cheaply made Chinese copies but I have yet to find one that is worth more than $1 at the most.
Both Wenger and Victorinox make excellent products.
If you want a "Multitool" the classic Leatherman beats out the Gerber IMO. But the Gerber is not bad – however I have had several issues with their steel being too brittle and blades breaking.
If you want a single blade folding pocket knife the Chris Reeve Sebenza is THE KNIFE to get. Expensive but top shelve all the way. Another good brand of folders is Spyderco, or CRKT. Both make really good, not expensive knives. Benchmade makes great knives, but they are pricey.
ITS AMAZING try this, it rocks! http://giftchoice.info/141925/fold-packing
